5402 Balanced only power scheme

Please note... my last submission was removed on a policy violation. Which stated I submitted an email or account info. Which I kept a complete  copy for reference. It clearly shows no violation was done originally.  I think a mod does not like how I am able to fix things quicker than the help they offer, and are purposefully trying to ban me.  If this submission gets removed on a policy violation, I will add it to the previous one, and go to their management to resolve their abuse proper. This heading will stay on all my submissions, from here on.

No matter which power setting I choose to modify, the power scheme is hard coded as balanced. 

No option to change within advanced power menu,  the battery options on the taskbar, or within Mobile settings.

I tried all the fixes I could find in registry, power shell and command prompt.  My system does not have gpedit to set and override the power scheme. 

I think dell had some other plan mod installed, and hosed my laptop.  The only thing I think that may resolve is to wipe the drive and start over with a clean install.

Partially fixed the issue, but still needs work.  You must disable all the task bar icons, then enable them.  Once you have done so,  you can use the battery icon to change power scheme with slider.  Problem is power savings does not throttle below 1.4ghz,  so power savings is useless.

Also dell has added malware... in device manager I now have a dB2 dell device. The system never had it before. 

Dell stop with my laptop!
