Alphabet "C" Replacement Key
I have a dell inspiron 15 3593 laptop and the alphabet key's hinges are broken and won't connect the keypad but the key is working just fine as you can see
so my question is can I purchase a replacement key for my laptop

A quick search suggests no - but you can try other sources (Dell does not sell individual keyboard parts so you'll need a third party supplier).

On this model, the entire keyboard-palmrest is one unit and will otherwise need to be replaced as a unit:

It's not necessarily easy to do, though as the entire system has to come apart.
