BIOS locked passwords can not be recovered. If you have forgotten one of the passwords that is set in the BIOS, contact Dell Technical Support to obtain a password release code. The password release code is based on the unique password prompt that is generated using information from your Dell laptop.
It's a paid service and Dell will require proof of ownership.

I have recently purchased two of your XPS 8960 computers, ( on exchange). It was weird and very strange to get a new computer after over 59 years of purchasing new computer, to discover that I could not boot it from the dvd drive. I eventually discovered that the bios setup was lock and would not activate. I returned the first one and replaced it with the same brand. The second was identical to the first bios was not accessible. In additionally, you-all tic off in that you and motherboard motherboard companies have USB 2.0 buried so far up your rear end. Only USB 3 or + should be used. USB 2 is history, same. With the return of the second Dell, that ended my locality of over 20 years. Hello HP..
Suggestion, get your heads out of your buts and get people that do more that hangup on customers, telling them they are too stupid to have a computer. If that comment had not been made I may have remained a Dell customer
