CPU Runs Slowly Compared to Base Speed
Hello,
My cpu runs slowly compared to its base speed. I use a Dell Precision 5520. Also, my processor is a

Does the system correctly identify the AC adapter (F2 to go into setup and check)?

Looks normal. Modern CPUs will run at a much lower clock speed at idle, and reach their maximum speed once CPU demand increases. This is done to help increase battery usage as well as to keep the computer operating at a lower temperature.
If you're connected to the AC adapter, click on the battery icon in the taskbar and move the slider to best performance. This will keep the CPU clocked at its top speed, or past its top speed if TurboBoost is enabled. However, the best performance setting shouldn't be necessary as you most likely won't see a difference in performance between it and the balanced (better performance) setting, as the CPU will up-clock automatically as mentioned before. Only use the best performance setting if a particular application isn't running well under the better performance setting.
If the best performance setting does not make the computer run at its maximum frequency, then I would check your AC adapter as ejm63 mentioned. If the computer is not detecting the recommended wattage of the adapter, it will be capped at a lower speed, and may not charge the battery.

Thank. I did all but still the same result
I just understood what ejn63 said about the AC Adapter... My AC Adapter is working fine and the system recognizes it correctly. What else can I do please??
My CPU speed hardly moves past between 0.79GHz and 0.80GHz even when I am editing videos or rendering and it is really annoying. Even when it is cool

Restarting your computer closes all the applications and services running on your computer, including background processes that other programs have started. The more programs that you have open and the longer they run, the more likely your computer slows down and eventually run out of RAM.
