Run Dell Command as an administrator. This should prompt for admin credentials and that will prompt you to decide if you want to check for updates automatically or manually.
I ran into this same problem with a domain joined machine updating to 4.6.0 from 4.4.

I have actually had success with this:
[HKEY_LOCAL_MACHINE\SOFTWARE\DELL\UpdateService\Service\UpdateScheduler]
"CurrentUpdateState"="Scan"
