Dell Power Manager Battery custom setting

Hello,

I just want to ask if my maximum battery charge that I set in power manager was reached when charging. When the battery reaches the maximum battery charge that I set like 80%, it just stays at that percentage and says not charging except when I unplugged the laptop and thats when it starts to discharge. Does this mean that my laptop is using power from ac adapter and battery is completely off and that is why the percentage is not going down until the ac adapter is unplugged. I have Dell G5 5590.
