I'm not sure what model you have. There is an Inspiron 5400, but that is an All-in-One, not a laptop. There is a Latitude 5400, but you posted in the Inspiron forum.
Run Dell Diagnostics: Press and holdF12while booting to enter the One Time Boot Menu, selectDiagnosticsand press Enter. The Dell Diagnostics will test major hardware components. Choose to runextended tests.
If that test indicates a fan failure, replace the fan. Or, if you are still in warranty, contact Dell Support. Dell parts are available from Parts-People. Parts-People also has a flat-rate $100 laptop repair service, plus cost of parts.
Whenever touching components or working inside a computer, wear a grounded wrist strap, also called anti-static wrist strap, ESD wrist strap, or ground bracelet. It's a cheap and sensible precaution. Rest the laptop on an anti-static mat or at least a reasonable alternative such as corrugated cardboard. (Repeatedly touching a metal case part is not sufficient mitigation with modern components.)
