Fan not working

Hi, 
My CPU fan suddenly starts making a very loud noise and then stops completely. then it keeps trying to run again but fails every time with a grinding noise. 
when I ran diagnostics it said that the CPU fan is not working properly and I need to clean it and update the bios to the latest version.
 I updated the bios and cleaned my fans and repasted the CPU and yet it still has the same problem.

if anyone knows how to solve this issue or at least determine where exactly is the problem( fan, motherboard, power supply) please let me know.

my laptop is :     Dell G7 15 7590  

ps: I'm from Egypt and I think there is no Dell customer service here.

I believe eBay would be the best for an Egypt shipment (look here). Also check with Parts People as I am sure they ship worldwide. A non Dell fan may not harm the system but it may keep coming up as a a fan error.

That grinding noise is an indication of a bad fan bushing/bearing. You will have to replace the fan. The part and part number can be found here.

Do you know where I can get the fan in Egypt?

If not, would a non-Dell fan do the job?  Would it harm my system?

Do not try with "doctor guessing" of bearing fan. I tried some weeks with many many suggestions and have back to win7 which fan works fine. But terrible I get out of date for softwares using. So BAD
