inspiron 5570 not working

Hello, i have a weird problem. the laptop not boot at all at first, i follow the guide from a few topics here and unplugged the battery, remove the memory dim and plug in again, hold the power button for 30 sec and try to boot again. this time the fan works when i press the power button until i release it, not boot. with charger on, the fan works all the time and nothing again. the led on charge port not working too.

it's any way to diagnose where is the problem?
