Inspiron 7610 'No bootable device found' error

Question

I attempted to do the Windows 11 24H2 update on my Dell and it failed and rolled back the update. When I next rebooted I was thrown into Dell SupportAssist because no boot image was found. (A recovery scan found the drive and the filesystems but no boot image). I attempted to recovery with SupportAssist but that apparently overwrote the drive index files because on the next boot the drive appeared to be empty. So I pulled that SSD and bought a replacement (I am recovering the files from the original drive on a separate laptop). So after installing the new (blank) SSD the BIOS sees it as a drive but obviously can't boot from it as it is blank. I then downloaded the Dell OS Recovery Tool and created a USB drive with Windows 11.

However, when I boot the laptop and go into the One Time Boot Menu there are no UEFI devices listed. When I attempt boot off the USB drive I get a "Not Bootable Device Found" error. When I go into the BIOS the UEFI Boot Sequence is empty.

I have reset the BIOS to Factory Defaults.

Does anyone have any idea about what I need to do to get the Inspiron to boot off the Recovery USB?

Any help will be much appreciated.

You may want to double check the BIOS settings to make sure it/they are set for Secure Boot, and TPM is activated.

Also the Boot Manager may help if it lists the USB, the current Boot Manager will be pointing at the removed drive.

Therefore the W11 device created by MS tool may well have some recovery/repair options.

@ann_droid​ Thanks for the reply. I did try creating a Windows 11 USB directly but when that didn't work then tried the Dell OS Recovery USB. Neither is recognized as a bootable device. I believe that my current problem is that the BIOS isn't seeing anything as a bootable device - it doesn't matter what is on the USB the BIOS never seems to try to boot to it. So I think I have to somehow fix the BIOS but I've been through the settings in there dozens of times and can't find anything that appears to be set incorrectly, even after I reset all the BIOS settings to Factory Default.
