Inspiron G7 17 7700, performance issues

I purchased a Dell Inspiron G7 17 7700 with the 8GB RTX 2070 video card. Ever since I received this thing two days ago I've had issues with it. First, the screen randomly flickers for no apparent reason. It has even done this in the BIOS diagnostic utility which means it's probably hardware related, and Dell is going to be replacing the LCD. The other issue I'm looking at that Dell seems to think is completely normal is that when I play World of Warcraft for more than about an hour or so, the performance seems to drop right out from under it for about 15-20 minutes before returning to normal. During this time, the laptop is hot, but it's not so hot that it should be throttling. The CPU and GPU temps are remaining well below 100°C.

I'm not sure if it's a voltage issue or what, but a brand new laptop with a video card like the 2070 should not be struggling to keep up with a game like WOW, thermals or not. If the laptop is that badly designed, to where it cannot dissipate heat well enough to play a 16 year old game, then it's designed extremely poorly, and if the issue is voltage, then there needs to be some way to fix it. I applied the most recent BIOS update yesterday, and that may have helped the problem slightly, but I'm at a loss as to how to correct the problem permanently, if it can even be corrected. Suggestions? For what it's worth, I do have a cooling pad connected to this thing as well.
