i am also facing this issue last year when i need to talk with client about  project so i was visit google and type model number plus webcam install two to three files then restart and my laptop working fine

How long have you been having this issue? Did the webcam stop working after any changes to the OS like Windows updates or software installation?

 

Do you get any error message when you try to use the webcam?

 

Open device manager & expand imaging devices & check if the integrated webcam is listed or if there is an exclamation mark or a red X.

 

If you have Dell Support Assist installed, please run a diagnostic on the webcam & check if there is an error.

 

For my reference, please click on the message tab next to your avatar– click “New Message” & search for my Dell username (Dell-Sreejith R) & send a private message with the service tag, registered name & email address.

This is a joke, apparently numerous people with an Inspiron 13 (including me) have the same problem and Dell support keeps producing the same half-baked answers. In times of home office I can't send in my notebook and Dell support some time ago didn't solve my problem. Sorry Dell, but this is miserable customer support and certainly I will reconsider the brand when I buy a new notebook.
