Have the same laptop as the OP, and ~the same problem. This machine does not have a Qualcomm QCA9377 card; the Wifi/Bluetooth card is Intel AC 9560.
The issue is that Bluetooth disappears after a timeout sleep/wake cycle (that is sleep, not hibernate). It is restorable by a hard boot, and by nothing else. None of the many other interventions suggested here makes any difference.
The problem appears to be associated with a failure to initialise a USB port, because a failed USB device initialisation appears in the Device Manager list every time (below).
Similar issues appear to have been occurring across different Dell machines for at least 12 months, based on the multiple threads at this forum. Most report this same failed USB port.

This is a basic problem with the Qualcomm QCA9377 card and there is a workaround but no fix.

Surprisingly, the Bluetooth Support Service is shown as running even though Bluetooth is not available, also suggesting some initialisation glitch.
