Yes, basic Dell warranty includes installation of replacement keyboard. Please click on Contact Technical Support and request Dell online tests to check software and/or instigate replacement keyboard. You can also click on @DELL-Cares to send Private Message requesting assistance. Dell should create Service Request within your online Dell account.
Ensure that the BIOS is updated to the latest version. For more information, see the Dell Knowledge Base article Dell BIOS Updates. Turn the computer back on and retest the keyboard. When the keyboard does work correctly, attach one device at a time, and test the keyboard to see which one may have caused the issue.

It may be but I would suggest calling Dell tech support or clicking on the Get Help Now button on the bottom of this page.

Well I will suggest you to check for the keyboard driver update if it is outdated.
