Slow boot issues can be caused by many things. One thing to do would be to check for hardware issues by running Dell SupportAssist or by pressing F12 at startup. Make a note of any error messages encountered and post back.

If it takes that long to boot, chances are that the hard drive is failing. If the Dell Diagnostics fails with an error after running a test on the storage, back up all personal data immediately and replace the drive.
If your computer still boots from a hard drive, consider upgrading to a SSD.
