master hdd password

I have a dell inspiron 1501 I turn on my lap top and it tries to start but come up with enter HDD password and I don't know it

There are two pieces to this:

First, you'll need to contact Dell support.  Upon verification of ownership, they'll assist you in removing the CMOS portion of the password.

Next, unless there is data on the drive you need, the less expensive option is to simply replace the drive. 

If there is data on the drive you need, you'll need to send the drive to a data recovery service that can remove the hard drive password.

Note:  DO NOT install another drive until you have the CMOS password removed.  If you do, that drive will be locked with the unknown password as well.

Unless you really need this system, bear in mind you're in for a $60 support call plus the cost of a drive ($50 or so) or the cost of having the password removed (another $200 or so, minimum).  The system itself is not really worth the cost to unlock it.
