1 Only one memory slot.
2. 1X8 yes. 1x16, no.
3. Maybe, but it'll downclock to the current speed as it's the CPU (which you can't upgrade) that controls the memory speed.
3. Unbuffered and non-registered only, non ECC only. All DDR4 soDIMMs are 260 pin.

@ejn63 appreciate response so much! Just curious, what may happen if I installed unsupported 1x 16MB ram (vs supportable 8Mb), would system not work or damage motherboard?

It shouldn't damage anything, but since Crucial tests systems for compatibility -- and often quotes a higher RAM ceiling than Dell does -- but yet won't sell more than 8G RAM for the system, either only 8G will be recognized (better case) or the system will simply produce a memory error and fail to boot.
Note that most memory vendors won't take back RAM once opened, or won't take it back without a hefty restocking charge -- take that into consideration before buying.
