If you had Windows 10 or 11 and your Windows license was properly activated, it should be recorded on Microsoft's servers. You should be able to reinstall Windows from a free downloadable image and then activate it.

I have another windows computer but will it copy that windows computer if I use the Microsoft that was linked to the one that the hard drive got wiped on or it’s gone forever 

If you want to transfer a licence from one WIndows PC to another, I believe that is possible. You would have to call Microsoft to do that.

Of course, once you transfer the licence then the WIndows installation on the "donor" PC would at some point become deactivated. You could still use that installation, but at some future date MS might prevent it from receiving Windows Updates.

If the computer came pre-installed with Windows 10, it will activate as the product key (license) is hard-coded in the system's BIOS. All you have to do when prompted, is to bypass the screen that asks for the product key and select the edition of Windows 10 that came pre-installed on the computer. (Home or Pro). If you don't select the right edition, activation may fail.

You can either use the Windows 10 Media Creation Tool to download and reinstall Windows via a USB flash drive if you want a clean install without the pre-installed apps and drivers, or if the option is available, you can enable BIOSConnect in the system BIOS under SupportAssist System Resolution, which will reinstall the recovery partition from Dell's servers, as well as guide you through the steps to download the latest Dell recovery image of Windows 10.

Note that you can not transfer OEM licenses of Windows to other systems. If your Pavilion was previously activated with Windows 10, it will automatically reactivate after installation once an internet connection has been detected. If it's still running Windows 7 or 8.1 and has never been updated to Windows 10, you may still be able to upgrade to Windows 10 for free, though it's a good idea to backup your files before you begin, and be prepared to revert back to the previous version should activation fail or a device driver is unavailable or incompatible for Windows 10. If it came pre-installed with XP or Vista, then you will need to purchase a license, which is not worth it as the hardware of a Windows XP or Vista era machine will not handle Windows 10 and modern programs well or at all.
