no control over processor power management

i am noticing some low cpu and pgu performance on battery power, in an attempt to improve this i want to adjust the power management to increase the minimum processor state from the default 5%. when i click apply and okay and revisit the settings i find that it has reverted back to 5%. it does however let me reduce the maximum. is there any way for me to fix this.
