PCIe Training error - Inspiron 7570

I have a dell inspiron 7570. It recently started giving me a hard drive failure warning.

When I boot to the dell diagnostic from the one shot boot menu I also get the following error:

"PCIe - Training error PCI tag-0100 VendorId- 10DE DeviceID-134D SVid-1028 SDid-07EA Bus 01: Link Degraded, maxWidth x4, negWidth x2, Slot 4"

I'm hoping for some help with identifying which actual hardware component this is referring to and if its something that can be fixed. I have experience with replacing the system board etc. so i'm not shy about having to take things apart if I need to. I just want to have an understanding of which piece I need to attack before I start mucking about.

STOP!

The vendor ID you posted is 10DE Device ID-134D which equates to an NVIDIA GeForce 940MX video card which is exactly what the specs say you have in this laptop PC. There's nothing you can do to fix this yourself.

If this laptop is under warranty, you need to contact Dell Tech Support. Have Service Tag available. If not under warranty, you could contact Dell's Out-Of-Warranty Repair to get an estimated cost to fix...

Is the "hard drive" an SSD?  If it is, remove it and re-test.  If the error vanishes, you'll have found your culprit.  The other removable PCIe device is the WLAN card -- that would be next to check.

If the error occurs with both of those removed, it essentially leaves the GPU as the cause.

It's not returning any hard error outside of the 2000-0142 for the failing hard drive and the 2000-8170 which indicates an issue with a pci adapter.

It is otherwise passing all other tests and I haven't noticed any video/gpu issues during normal use.

What is the hard error code (2000-0133, etc.) that the diagnostics kicks out?

I would lean toward that being a GPU fault - which would indeed require a replacement system board to solve.

And one more thing... when you power the laptop on, watch the power button closely and count the amber blinks.

A video card issue would give you 3 blinks, brief pause, 2 blinks, repeat. Post the blink code and/or look it up in the Service Manual.

The HDD is a 3.5 inch platter drive, but I can give it a shot and see if the error persists with those out.

I have a DELL XPS 8940 desktop and I recently purchased an M2 SSD - Western Digital WD_BLACK 2TB SN770 NVMe Internal Gaming SSD Solid State Drive - Gen4 PCIe, M.2 2280, Up to 5,150 MB/s - WDS200T3X0E

I created a boot disk to install the operating system but I can't do it at all. The last message that appeared is PCIe - Training error PCI tag-0100 VendorId- 10DE DeviceID-1F06 SVid-1028 SDid-C756 Bus 01: Link Degraded, maxWidth x16, negWidth x4, pcie Slot 2 and I can't solve it in any way.

Please, could someone help me?

Tive o mesmo problema e o mesmo erro. 
Retirei a placa gráfica do Slot em que estava e coloquei noutro slot. 
Voltou a funcionar.
