Power Plans missing/Can't add power plan through commands

Recently got an Inspiron 15 3525. I was very happy at first, then I noticed that while the CPU usage is high, it's not running to its full potential. I opened Control Panel to change the Power Plan to High Performance, but it was missing. I went ahead and used a command to add the High Performance power plan and the Power Saver power plan. When I checked back, it was still missing. I tried another method using the Registry Editor, but after restarting it still wouldn't work. I figured it might be because Dell laptop's can easily overheat, but won't the Power Saver power plan prevent that? Need help figuring this out. Thanks in advance!
