I have dell Latitude 7490 i5 vpro 8 gen 16 GB RAM 512 SSD touchscreen can I upgrade it's processor to i5 10 gen or 11 gen ?

No, the CPU is soldered to the MB. And there is no MB for the 7490 with other than a Gen 8 CPU at best.
