Repeating taskbar/fuzzy display

I am not sure if anyone else has experienced this issue but a few times a day, my laptop will go into this weird funk where the display is black and then the taskbar will repeat a couple of times further up the screen and there will usually be a black and white fuzzy line too. It will then stay like this until I Alt+Tab or close the lid and reopen it. Aside from this, the display is generally fine.

I have sent my laptop off twice for Dell to repair and neither time have they been able to fix this issue. Last time they replaced the display and this made no difference. It has been going on for months and I have frequently ensured that all drivers are up to date. Any advice for fixing this?
