Power off computer, wait about 2 minutes, power on computer, boot into windows, hopefully you are able to open Settings now. If settings still don't open, press windows key and R key at the same time. This will open the command prompt box. Type ms-settings into the box, hopefully Settings open now.

Any updates Muk1980? You are able to get into Settings?
