The drive has failed - it cannot be repaired. You need a new drive.
It's a good time to consider replacing the hard drive with a much faster (and likely more reliable) solid state drive.
You can use either an M.2 NVMe drive or a 2.5" SATA SSD in this Inspiron 3583.

We have gotten the hard drive. Failed that cannot be repaired error and need to know what to do..
