Stuck in startup loop

My Inspiron is stuck in a startup loop after trying to reset my system to factory settings. How do I resolve this issue so I can use my  laptop again?

Windows 10 is on the computer ? What is your Dell model number ? Ex: Dell Inspiron 3543, windows 10

1. Power off computer

2. Power on computer, quickly start tapping F2 key continuously until you see BIOS setup.

In the BIOS menu, you will find the product model in the menu title or listed under System Name

After, run diagnostic to check the hard drive and other hardware within the system. 

1. Power off computer

2. Power on system, quickly start tapping F12 key continuously until you see Preparing One Time Boot Menu in top right corner of screen. In Dell Preboot menu, select Diagnostic.

After quick tests, select Hard drive and then Thorough Test Mode. Report back any error code.

I ran the initial diagnostic test and now in the thorough test mode. It has got to 95% with no error messages but seems to be stuck there. Please advise.
