System Failure
So I got the "PC wont start properly" and tried booting in every way on the F8 menu, I also tried booting through my USB. After no such luck, I checked system diagnostics, and :
Is it unfortunately safe to assume my Harddrive is indeed dead?

Can't see your picture but if it says your hard drive failed or is failing it most likely is. Your best bet is to replace it with a 2.5 SATA SSD, you won't have to worry about it failing again.https://www.amazon.com/Samsung-Inch-Internal-MZ-76E1T0B-AM/dp/B078DPCY3T/ref=sr_1_1?crid=11H2YT7FKXKZZ&dchild=1&keywords=samsung+960+evo&qid=1590783979&sprefix=Samsung+960%2Caps%2C174&sr=8-1
