DNS Server Not Responding” means that your browser was unable to establish a connection to the internet. Typically, DNS errors are caused by problems on the user end, whether that's with a network or internet connection, misconfigured DNS settings, or an outdated browser.
DNS or domain name system is responsible for converting ip addresses into domain names for exampe when you visit google.com you actually visit 142.251.36.14 but "www.google.com" is easier to remember then all those numbers to try and correct the issue your dns server is not responding you can open a command prompt as an administrator and type "ipconfig /flushdns" (without the "") reboot after this.
Still not working ? presss the windows key +r type "ncpa.cpl" => right click your connection => properties =>dubbleclick Internet protocol version 4 which options are checked there at the bottom ? you can try to change this to a public dns service 8.8.8.8 and 8.8.4.4 this is google public dns service.
It is also possible your isp is experiencing issues and you need to wait for them to fix the issues.
And it immediately fixed my problem! Thank you. I use a Dell 3190 Latitude laptop. It suddenly was not connecting to the internet after I was setting up my Google account. I spent over an hour trying to fix the problem and so I had to use my cellphone internet connection to research how to fix "no internet connection." I am grateful for this advice!! It worked perfectly and right away. Thank you.

The above two commands will help to analyse the problem.
If you could post part of the output of ...
That should pin it down.
