If you need Windows 7, you'll need to go back in model by couple of years and buy a system with no newer than an Intel 6th generation CPU -- or an equivalently older AMD CPU. This system does not support Windows 7.
You may want to find a solution to your need for Windows 7 - even if you buy a system that's a couple of years old, bear in mind Windows 7 has only 18 months of life left in it -- all updates for it cease in January 2020.
Even if you can, you'll find Microsoft has blocked Windows 7 updates on the last couple of hardware platforms from both Intel and AMD (and ARM). And it'll just be a temporary stopgap, since 7 dies in 18 months.
right usb 3.0 port works fine on mine at 3.0 speeds on win7, you need the right drivers. however, impossible to get 2 left usb ports to operate at 3.0 speeds, either win7, win10, linux...
managed to have all ports run at 3.0 speeds once but didn't save BIOS settings...
Windows 7 does not support USB 3.0 you'll need to find the last USB 3.0 driver that Intel published. I don't believe Intel still has it posted on their website since Windows 7 is no longer supported. You'll have to find someone that has it up for download. Also Dell my have created their own USB 3.0 Driver for there Windows 7 units. I don't know this other than I know there were other manufactures Drivers for USB 3.0 early on you would have to know USB 3.0 Chipset manufacture if that is the case.
intel has nothing to do with this as this is AMD system. win7 doesn't support USB3.0 OOB, but once you install drivers from (chipset iirc, bolton driver) pack they start to work at USB3.0 speeds.
both root hub and controller driver need to be installed

Thanks so much for explaining the issue to me.
It seems impossible based off of your conclusion :(
Its sad that I got everything EXCEPT the USB driver compatible and working amazingly.
I wish there was some way I could install a USB driver of any sort for this laptop while running Win7....
