Also in OneFS 7.1.1.x (Jaws) that was announced during today's "MegaLaunch", FTP connections are only accepted in the System zone. This is a change compared to OneFS 7.0.1 and 7.0.2 where FTP connections were allowed in any access zone.
If you are not familiar with the concept of access zones you can find information about it in chapter 3 of the OneFS 7.1.1 Web Administration Guide (available in the document index pointed out by dynamox).

nope, but you could restrict hosts/subnet by using hosts.allow (be carefull not to lock yourself out of WEbUI and ssh)

NFS is also restricted to the System zone in OneFS 7.1.1.x since NFS is not zone aware in Jaws.
