I usually will just drag and drop the icon to the taskbar. In Windows 7 after dropping the icon a pop up will appear asking if you wish to pin the ICON to the taskbar, just choose yes. The taskbar may be locked though. Right click on the taskbar and if checked, uncheck "lock the taskbar".
If it worked previously you may try system restore. The following link gives instructions.
This solution involves editing the windows registry. I suggest creating a restore point before editing the registry to back up your current registry settings. Click start, control panel and system. Click the system protection link on the top left, and then click the system protection tab. Click the Create button on the bottom right and give a name for the restore point. That way if you have any problems editing the registry all you will need to do is run system restore and choose the new restore point to get you back up and running.

If you have tried all the basic stuff and still have the problem, this is usually Windows corruption. The following forum from Microsoft may help.

we had a dell laptop but the start menu and icons has disappeared how can i retrieve?please help me.

If you press ctrl, alt and del and open the task manager.
If you then select new task and type explorer then press enter.
Does this make them return?
