Inspiron 1526 Fan speeds up every 20 sec

​The fan on my Inspiron 1526 (ie. a 1525 but with an AMD processor and chipset) will speed up for about 20 seconds, then slow down for about another 20 seconds, then speed up for another 20 seconds, etc. This happens when I am browsing the web, checking email, etc. (ie. low cpu usage). It also happens when the cpu is idle. Is this normal? It is very irritating.​

​This laptop came with Vista pre-installed, but I replaced that with XP. I'm not sure if this problem also happens with Vista because I didn't use it much, but I don't think the operating system would control the fan.​

​Any ideas? ​

The bad fan management is a known issue,

But every 20 sec. sounds like another error. Maybe you should contact Dell Support.
My Fan starts up every 4-5 Minuten for 20 Seconds.
