Latitude E6440 external display blinks when connect via hdmi

The problem: Latitude E6440 external display blinks when connect via hdmi (see attached video file)

Dell Latitude E6440:

Bios A13,
Intel(R) HD Graphics 4600,
AMD Radeon HD 8690M.

In charging state (while charge level less than 100% ) - no problem, after 100% - again problem

Some test cases:

Primarily AC Use: problem
Custom mode: 50% start ...90% stop charge (~70% charged level) - problem
Express mode: problem

Some correlation from time after ON:

~ 1....15 min - often (up 3..5 mins between re-connection HDMI)
~ 15.....30 min - rare (up to 10 mins between re-connections)

The same problem is at me related to Latitute E6440 when I connect an external display via HDMI.

It starts to blink.

For me it was also not a solution just to use AC (without battery) in Primarily AC mode. :(

Hi.
I requested my local seller/distributor/support for replace my dell latitude 6440 a few months ago.

  1. Is it possible to validate the state of response from Dell for my distributor ?
  2. Is it possible to validate delivery state for the new dell 6440 (if it true) ?
  3. May i write some complaint to Dell it my seller/distributor/support will not fix/solve problem ?
On which address can i write this complaint ?
  4. How can i replace/fix/return my dell 6440 if my seller/distributor/support will not solve/fix problem ?
