Problems with net adapter on 8200

I encountered a problem about three weeks ago after not having used my Inspiron 8200 for a couple of weeks. For some reason, I am unable to get online. I reformatted my computer and reinstalled everything, but I still have the same problem.

The problem: For some reason, my computer doesn't detect my external wireless card. The net adapter and the ethernet controller are apparently working - device manager says they are and that they are enabled and are working. However, now the D-Link program can't find the card, even when the card is inserted. I have tried re-installing that software, too, to no avail.

I tried to hook up the computer with a cable, but that apparently doesn't work, despite what the device manager says. Finally, I figured I would be able to connect to the Internet using my dial-up modem, but that didn't even work.

 Any suggestions would be appreciated.
