S-video trouble

​ Hi all, I have an inspiron 9300 with an ATI mobility Radeon X300 video card and an s-video output. When i connect the s-video to rca cable to my tv i get a really snowy picture on my tv and i cant get it to display my desktop. Does anyone know what to do about this? The OS is reinstalled XP Pro SP 2. Thanks... ​
