TB16 fan issues

Hi,

I'm a new owner of a XPS 13 9365 + TB16 dock. 

My issues are:

1) The TB16 fan whines at a shrieking high frequency.  The tone is identical to this pitch: http://www.szynalski.com/tone-generator/#1593

2) The T16 fan does not shut off when I put the XPS to sleep, but it does when I choose to shut down instead of sleep. 

I should mention that the vents of the TB16 are not blocked and my environment temperature is not warm at all.  I can hear the whine anywhere within 3.5 feet of the dock to the point where it's a major disturbance.  It's not possible for me to place it at that distance away from me due to the short length of the TB3 cable.

I tried changing 'wake on Dell USB-C dock' in BIOS (yes, the latest bios/drivers) but it had no effect on issue #2 above.  I can't think of any sensible reason why the TB16 fan should run endlessly while the XPS is asleep.

Is there anything that can be done about these issues?  My service tag for the TB16 was not recognized by Dell's registration tool.

My TB16 was completely silent when I first attached it to a Precision 5520 and stayed like that until I installed the ASMedia driver a day later due to Ethernet port issues. Missing that driver initially (one of the three available on the TB16 support page) was definitely an omission from my side - as there were no unknown devices in Device Manager and the dock seemed to work fine I just ignored it. Until I discovered that LAN issues that made me do a Google research and stumble upon a solution involving the above-mentioned driver. However (and I am not 100% sure about that), I first installed an earlier version (found with a blind shot Google search) and I think there was still no noise while the network issue was happily solved. Then I installed the latest driver - just in case - from the respective support page and here we go now. I consider reverting back to the older driver when i have a spare hour.

Still having issues. I called Dell Support and opened a ticket, which they immediately archived since there were no missing drivers, etc. Sigh.
