USB port malfunction
I have a problem with one of the USB ports on my Inspiron 8600. Some devices are not detected by Windows XP when plugged into the top port. The devices I have tried are a USB 1.1 hub, USB 2.0 hard drive, and a USB 2.0 flash memory reader. The flash reader indicates that it is receiving power when plugged in but Windows makes no move to detect it. Same with the hard drive. All these devices except for the hard drive are bus-powered and require the full 500 mA from the port.
I have also plugged in a USB 2.0 flash drive into that port. It requires less than 100 mA to run. This time Windows does do something but only to say that a USB device is not recognized. A USB mouse works perfectly when plugged into this port. The bottom port works fine with any device I plug into it.
I have already tried uninstalling all USB devices from Device Manager then reinstalling them with no improvement. I have also unplugging the power cord and removing the battery after shutting down to no effect. Can anyone help? Thanks.

I just remembered that just before the port started malfunctioning, I had a USB 1.1 hub (bus-powered) plugged into it. A USB cable I use for syncing my PDA was plugged into the hub. Once, the cable end touched my pant leg and I must have ESD'ed it because I heard a small electrical "crack" and my computer shut down. Turning it back, I discovered the hub is no longer detected. However, if ESD killed the port, then why does my mouse still work when plugged into it?

There's one other odd behaviour that I have noticed in fiddling around with this problem. My 4-port USB 2.0 hub that does NOT have its own power supply is being reported in Device Manager that it is SELF-POWERED and it is providing 500 mA to each of its ports despite being only bus-powered in reality.
The USB root hub it is connected to reports that this hub is drawing no current from the port. I tested this by plugging in my USB 1.1 hub and my USB 2.0 card reader; both devices require 500 mA of current to operate. They are operating perfectly when plugged into the 2.0 hub.
