what is broken? :s

i need your terse comments/assistance with two problems.
 
PROBLEM #1:
 
 
ok, i don't know exactly what that picture means.
 
now, you see a basically error free picture in that link of my screen shot from my inspirion 5150.
 
however, there is something broken.  i see hairline cracks across the display and it looks like a black ink bottle was spilled and the ink flowed along each of those hairline cracks.  however, it isn't ink.  it's some sort of black powder substance, very fine in nature.  can you tell me what it is that i need to fix?  is it some sort of protective cover over the LCD?  i can move my browser around on the screen and see what i need to see.  but it is very cumbersome and i would like to get it fixed.  i still get that neato "wavy" effect when i draw my finger along the surface of the screen.
 
PROBLEM #2: there are two usb ports.  however, one of them is bad.  does this require a motherboad replacement?  or is the usb some modular piece which can be snapped in?

You lcd is cracked and will need to be replaced.

sounds like a broken LCD for sure (linky no worky). the usb ports on dell portable systems are integrated on the motherboard, so you would have to replace it. these are the 2 most expensive parts of the system. you may want to consider replacing the system.

talked to dell today.

she tells me:
$259 for the LCD (refurbished)
$179 for the shipping/labor
n/c for the reburished motherboard due to excessive repair charges.

she might set me with $259 for the lcd and m/b. that's not guaranteed tho. trick is, i have to install it.

reminder: do not put your laptop in your luggage.

Hi! I am in the UK and my Inspiron's LCD screen is broken. It started to break about a month after the warrantee was up, which has annoyed me slightly, but I cant get anything out of the call centres we get put through to here. I got transferred 5 times the other day, and got nowhere. Previously when I phoned technical support they actually told me it would be something to do with the wires on the right hand side of the screen, which are actually to do with the wireless!!! I have now sent my laptop privately to be repaired, but I dont think that it is very good that I should have to pay when it was unreliable products!! Any ideas? Shall I try and call US call centres?!
