erratic touch mouse "cursor does not stay put with my typing"

erratic touch mouse "cursor does not stay put with my typing"  12 Oct. 2013

I'm trying to fix my DELL SYNAPTICS touchpad 16.3.7.0
The laptop is a DELL [Admin note, service numbers removed per TOU policy.] TD Notebook Inspiron 3721

Running a new version of WINDOWS 7 and OFFICE 365.

The problem is the cursor does not stay put with my typing.

I don't have the problem with the cursor when using my wireless mouse.

I downloaded a fix from Dell:  http://www.dell.com/support/drivers/us/en/19/driverdetails?driverid=M9D78  that didn't seem to improve anything. I think it caused my word spell check to stop working.

I've placed my cell phone in a different room about 20 feet away from the laptop.

I've placed the Verizon MiFi Jetpack in another room about 20 feet away from my laptop.

I've tried typing with the MiFi Jetpack turned off and also turned on.

I've turned off my external speakers.

My printer is wired to the laptop with USB cord. I have it on continuously.

I've tried typing with the charging transformer un-plugged from the laptop and also un-plugged from the wall receptical.

I've turned off the circular fluorescent light/magnifying glass.

I've moved the ISOBAR NOISE FILTER AND SURGE SUPRESSOR MODEL 1B-4 from the desktop to the floor behind the desk. I've noticed that the neon light in the on/off/switch blinks.  Perhaps that light is near its life end.

I've turned off the 4" fan that I run behind the laptop.

I've removed my hearing aids, turned them off and have them in another room.

I've tried the laptop along with the Jetpack out in the garage only powered by battery (not plugged into their respective chargers).  I did have my hearing aids in. The cursor still was jumping around.

I just tried in the kitchen with the hearing aids on the cursor jumped.

I just tried in the kitchen with the hearing aids off...the cursor still jumps around.

Do you have any suggestions for me?
