5829e No Service - Possible driver installation issue

Good day. 

I've tried just about everything I could find on these forums and Reddit. 

We procured 2 brand new Latitude 7310's with the WWAN module. Specifically the 5829e and Qualcomm Snapdragon X20 LTE. 

When entering a SIM card, the network is read to some extent, but there's no service. 

Now, the latest driver on the website (https://www.dell.com/support/home/en-us/drivers/driversdetails?driverid=kgg1n) lists the one fix included in the package as: 

- Fixed the issue where the SIM service is not activated after inserting the SIM card.

That is exactly our issue. Exactly. 

However, it seems that even though the driver installation completes, it isn't being applied. The installation log shows this after every single attemp.

So the Local System OS version never changes from 10.0.0.0. 

What's more is that the version of the modem in Device Manager also never actually changes from 1.0.2.4. If you then manually updates drivers in Device Manager, then it updates to 1.0.2.5 but it doesn't bring the card online. 

It would also appear that the firmware isn't being applied to the card. The update page reads:

I have installed Dell Command and made sure that every single driver on these machines, BIOS, Management Engine, Chipset, everything is updated. I verified it on the support.dell.com page as well. 

Another piece of information I found in a log that leads me to think could be an issue is this.

Now the UICC has been complaining in the Windows Event View, error code 610. Not sure if it's relevant. 

 

I also saw this:

The access denied doesn't make much sense as I'm the administrator on the machine and should have access to everything since I'm running the application as admin. 

 

What can I post to help identify and resolve this issue? 

 

2 machines, both brand new doing the same with different SIM cards from different networks which all work in both other laptops as well as our phones.

 

I strongly doubt this is a hardware issue so please don't recommend 'n swap out of the WWAN device until we've tried literally everything else there is to try.
