Burning a Recovery Disk ISO
I have found a Dell reinstall disk ISO online for my Dell laptop. Am I allowed to burn the ISO into a CD and use it?

Unless it's a very old OS, it won't fit on a CD -- you'd need a DVD. How useful the ISO is depends on the age of the OS -- if it's Windows 10 (the oldest still-supported version of Windows), you're better off using a current install downloaded from Microsoft to install the OS -- it will save you hours of downloading updates.

Yes, you are allowed to burn the ISO into a CD and use it. Just make sure that the ISO you have found is intended for your laptop model and that you follow the manufacturer's instructions for creating the recovery disk correctly.

Windows XP should not be in use at this point -- it is a completely insecure operating system.

I wish people would stop saying things like that. It drives me CRAZY 🤪 . How do you even know it is used online? BTW I have both a Windows 98 and a Windows XP Machine offline of course.

To answer the OP's question. Yes you can burn a CD or DVD and there are even ways to have Windows XP on USB if your system supports booting to USB.
