change hardware keyboard layout using script

Hello,

Does anyone know how can i change hardware keyboard layout using script? 

i have tried to change registry value but it doesn't work.

i would like to change from English keyboard (101/102 key) to Japanese keyboard (106/109 key)

Laptop is Latitude 7400 with Japanese physical keyboard
