Computer can not boot

I just purchased the refurbished Dell laptop (mode: Latitude E6410) for severs months. It can not start now. The screen is appearing:

Recovery
Your PC/Device need to be repaired
The boot configuration Date for your PC is missing or contains errors
File:\Boot BCD
Error code: 0xc000014cYou'll need to use recovery tools. If you don’t have any installation media (like a disc or USB device), contact your PC administrator or PC/Device manufacture.

Unfortunately, the warranty is only 90 days for the refurbished item and it had expired last month. I didn’t get any installation media when I purchased the laptop. What should I do in this matter?
