Dell latitude cpu fan not operating properly

Question

I have a dell latitude i5 e5550 The cpu fan works when being tested in the bios diagnosis, but doesn't wana switch on when system heats up. The laptop freezes then and doesn't respond. The fan goes on once in a blue moon before it overheats but majority of the time doesn't switch on in time and causes a freezing laptop. Any advice?
