Dell Latitude E5440 wont charge

I have tried dozens of different solutions, nothing works. I have even resetted the laptop, and gotten a new battery and a new charger, both from Dell, still nothing. My laptop can detect whether the adapter is plugged in or not, power does get into the laptop as normal, however it's unable to charge the battery.
