Dell Latitude rugged laptops

You cannot;  they're all made in China.  The few notebooks still available that are not are a few ThinkPad models from Lenovo and systems made by Samsung or LG -- Lenovo still has an assembly plant in North Carolina, and Samsung and LG manufacture their systems in Vietnam.  None of these are "rugged" models, though.  If you're looking at a rugged system, the Panasonic Toughbooks used to be made in Japan, and may in fact still be.

Yep, that's what I expected. There are a couple of other vendors, but their delivery times are terrible... but I guess I just have to accept it.  I could get a Dell in a few days and the other vendors have delivery times of a few months. It's not my decision, it's a mandatory requirement that is non-negotiable.

The 7404/7414, 7204/7214 and the 5404/5414 are made in Taiwan.

As far as I know they are not part of China. YET.

Then the old E6420 XFR where made in Mexico.

Just to let you know, Panasonic Toughbook's are also made in Taiwan.
