Dell Precision 3520 processor capped at 30%
So recently I noticed my laptop was severely lagging while I was editing a video. I then checked CPU usage at it was maxing out at 30% (0.78Ghz). I updated my bios, updated processor and graphic drivers, checked my power options, checked my power supply unit in bios and it displayed 130w AC power adapter as it should, and even reinstalled windows but the issue is still there.
Please help if someone has faced a similar issue or knows what's causing the issue.
Laptop Specs: 8gb ram,500gb hdd, i5 7300hq,windows 10 64.

If you're running this from a spinning hard drive, that's likely the system bottleneck - not the CPU.
Replacing the hard drive with a solid state drive will markedly improve performance.
