@ModularDesign  Yes, you're supposed to have a power adapter plugged into the dock, at which point you do NOT need to keep a power adapter directly connected to the system.  But the power adapter meant for docks is higher wattage than the adapter you'd keep directly connected to the laptop since the dock power adapter includes some additional capacity meant to run the dock itself as well as provide power to USB peripherals you might attach.  When you're using a dock with 14" Latitude systems, the dock is supposed to have a 130W power adapter connected.  Dell 130W power adapters are pretty easy to find.

@ModularDesign  One additional note: If you're looking at Dell 130W adapters, there are 3 possible connector styles: the standard 7.4 mm barrel, the slim 4.5 mm barrel, and USB-C.  For the E-Port docks, you'd need the standard 7.4 mm barrel version, which also happens to be the most common and in fact the style on the E6440 itself.  The slim 4.5 mm barrel style was only introduced relatively recently for ultrabooks like the XPS 15, and the USB-C style is even newer.
