If the system does recognize other docks, but not the one in question, there are a couple of possibilities, starting with a marginal or faulty USB-C cable -- that would be the first thing to try changing.
If that option is available, it's a good idea. That said, since your system supports Thunderbolt, you may be better off with a WD19T** model, or a WD22 model that has full Thunderbolt support.

Appreciate the advice. The only thing is that the USB-C cable works with other laptops
Think I should return the current WD19 dock and see if a new one works?
