Does Headless operation block thunderbolt operations?

Hello,

Does running latitude 9520 without lid (screen) damage operations for thunderbolt? 
Bios 1.24

Issue:
any devices connected to the thunderbolt 1 or 2 port doesnt work, though it can charge laptop, or charge devices connected to it.  Win11 gives device not recognized, in device manager code error 43 port reset failure. In linux - power cycling =  USB unable to enumerate and another that managed to find ucsi_acpi USBC000:00: error -ETIMEDOUT: PPM init failed
followed all official updates with dell command, reset reinstall drivers no to success.

Tried to update bios to newer then or to newest version - no success, it was recovered from backup, tried from win update, dell command, F12 from usb flash. probably because its missing lid? 
Tried hard reset to discharge any static electricity, issue still persists.

Question : do I look at faulty hardware , possibly motherboard, port itself, EC controller, corrupted bios, or simply because no lid EC panics and safeguards the operations for thunderbolt?

Most Dell notebooks will not complete POST without a recognized and working screen attached.
